Bioresources Treatment Worked Examples

To give interested parties an indication of the types of proposal which are more and less likely to be considered for an Early BAF, the following working examples have been provided. The following are illustrative and fictional examples of proposals that could be submitted into the BAF process.

NOTE: The likely outcomes are in reference to commencement of an Early BAF process, not the outcome of the BAF process itself.

  • Proposal - A new bioresources treatment facility is to be constructed by a Bio Treatment Ltd who have experience of treating Biosolids in mainland Europe.  Available in mid-2024, using established and proven technology and able to receive multiple feedstock types, including sewage sludge, the third party is able to guarantee to treat a minimum of 5,000 tds solids (which could be extended up to 10,000 tds).   The new treatment facility is to be located in the north west close to the M6/M62 interchange near Warrington.

    Outcome - The bid is likely to be considered in detail within the early BAF process.  The bidder is offering a guaranteed and practical capacity, located in a convenient location.   Providing the cost of the service is reasonable  (less than a cost of developing the equivalent capacity, or current operational capacity), this bid would likely have a good chance of being successful.

  • Proposal – Bioresources Business Services (BBS) has developed a new solution which increases the efficiency within the sludge treatment process which realises specific benefits within the dewatering process by reducing the amount of power consumed. The new technology is unproven and BBS propose to work collaboratively with UUW to trail a solution at 2 sludge treatment centres (which could then later be expanded across other treatment centres).  

    Outcome – UUW would be interested in pursuing this opportunity. To fully understand the solution and potential scale of the benefits offered UUW would most likely direct the bid to the innovation route of the BAF process.  

Bioresources Transport Worked Examples

To give interested parties an indication of the types of proposal which are more and less likely to be considered for an Early BAF, the following working examples have been provided.  The following are fictional examples of proposals that could be submitted into the BAF process.

  • Proposal – Cumbian Tanker Transport Ltd (CTTL) have offered capacity to transport sludge’s in northern Cumbria.   Operating a fleet of tankers CTTL wish to diversify their operations and propose a new waste service to transport raw sludges.  They estimate a capacity of circa 100m3/day from Jan-24 and plan to retrofit some of their existing fleet to enable the transport of sludge. 

    Outcome – UUW would be interested in this proposal and during the initial screening phase would seek clarity on some information missing from the initial submission.  This would most likely include information on the indicative costs proposed, service guarantees and confirmation of the CTTL’s relevant permits and licences which would enable them to transport sludge    

    Depending upon the outcome of these, the proposal would be either considered for the early BAF process or when the current provision of sludge transport services is being considered this bid, the scope would be considered within the full BAF procurement process.
