Pennington Flash

River water quality improvements

£50 million pound investment to improve water quality in Hey Brook and Pennington Flash.

We’re investing in improving water quality at Pennington Flash while strengthening Wigan’s wastewater network to support the area as it grows.

As part of this work, we’ll be building new stormwater storage across six locations—together holding the equivalent of more than 13 Olympic-sized swimming pools. This will help reduce spills from storm overflows, improve water quality in Borsdane Brook and Hey Brook, and lower the amount of phosphorus entering Pennington Flash.

Early investigation work began in January 2026 across all six sites, with the full programme expected to be completed by 2030.
