No, the wall mounted box can be installed on any elevation of the property as long as it captures all of the water being used in the property.

No, it can be in any location as long as it is after the stop tap where the incoming water supply enters the property. This can be in a utility room, kitchen, garage etc. It must capture all of the water consumed within the property.
